Definition: A vehicle valued at $500 or less that was removed by a public agency for reasons other than abandonment.

A copy of the resolution or order authorizing disposition of the vehicle.
Note The agency submits to the department a Notice of Abandoned Vehicle (REG 104) and any available titling documents, which are used to update the vehicle record with junk status.
6.100 Vehicles Removed Under a Local Abatement Procedure
Definition: Vehicles removed pursuant to a city or county ordinance that establishes procedures for the abatement and removal as public nuisances, of abandoned, wrecked, dismantled, or inoperative vehicles.

When can the vehicle be dismantled?
Any time after the Report of Vehicle To Be Dismantled (REG 42), evidence of ownership, and license plates or Dismantler’s Notice of License Plate Destruction (REG 42) are delivered to the department.

Submit to the department:
- Report of Vehicle To Be Dismantled (REG 42).
- Certification of Lien Sale (REG 168 (PDF)) completed by the lienholder or agent.
- Certified mailing receipts.
- DMV authorization to conduct a lien sale.
- If the lien sale was opposed, one of the following:
- A certified copy of a court judgment entered in
favor of the lienholder. - A release of interest from the opposer.
- DMV authorization to continue with the lien sale
after unsuccessful service.
- A certified copy of a court judgment entered in

6.070 Vehicles Already Reported as Dismantled (Second Junks)
Definition: A licensed dismantler acquires a vehicle that has been reported as dismantled by an individual or another licensed dismantler.

When can the vehicle be dismantled?
Immediately
Documents required to obtain junk status:
Retain in the dismantler’s business records:
- A bill of sale from the selling dismantler that shows the selling dismantlers Notice of Acquisition control number.
OR
- A junk receipt issued by the department or some other evidence, such as a DMV receipt or printout from the person who reported the vehicle as dismantled.
AND
- Bill(s) of sale to complete the chain of ownership showing the buying dismantler as the latest owner.
6.060 Vehicles Sold After the Notice of Acquisition Is Submitted BUT Before the Report of Vehicle To Be Dismantled and Clearance Documents Are Submitted
Definition: One licensed dismantler sells a vehicle to another licensed dismantler after submitting a Notice of Acquisition, but before submitting the Report of Vehicle To Be Dismantled and clearance documents to the department.

When can the vehicle be dismantled?
- Ten days after the Dismantlers Notice of Acquisition (REG 42) is mailed to the department.
- Any time after the Report of Vehicle To Be Dismantled (REG 42), evidence of ownership, and license plates or Dismantler’s Notice of License Plate Destruction (REG 42) are delivered to the department.
Documents required to obtain junk status:
Submit to the department:
- Report of Vehicle To Be Dismantled (REG 42).
- Titling documents.
- Bill(s) of sale to complete the chain of ownership showing the buying dismantler as the latest owner.
Note The bill of sale must show the first dismantler’s Notice of Acquisition control number.
6.050 Nonrepairable Vehicles
Definition: A vehicle that has no resale value except as a source of scrap metal due to being surgically stripped, completely burned, or owner declaration, and the department has issued a Nonrepairable Vehicle Certificate (REG 490).

- The California Nonrepairable Vehicle Certificate (REG 490).
