7.020 Electric Vehicles (VC §4150)

Electric vehicles are subject to the same registration requirements as other vehicles, unless specified differently in this manual. Commercial Registration (VC §9400(a))— For electric commercial vehicles and electric passenger vehicles transporting passengers for hire, the applicant must submit:

• A weight certificate if the unladen weight is 4,000 pounds or more. The owner’s estimated weight is acceptable for vehicles clearly under 4,000 pounds unladen.
• Electric vehicle weight fees. Refer to Appendix 1F for electric vehicle weight fees.

7.015 Camp Trailers (VC §242)

A “camp trailer” is a vehicle designed to be used on a highway, capable of human habitation for camping or recreational purposes, that does not exceed 16 feet (192 inches) in overall length or does not exceed 8 feet (96 inches) in width. When a trailer telescopes for travel, the size applies to the fully extended trailer. A tent trailer is a camp trailer, regardless of length. A camp trailer is not a trailer coach. Camp trailers are registered under the permanent trailer identification (PTI) program.

7.010 Buses (VC §233)

A bus is a vehicle, including a trailer bus, designed, used, or maintained for carrying more than 15 persons including the driver or a vehicle designed, used, or maintained to carry more than 10 persons, including the driver, and used to transport persons for compensation or profit or by a nonprofit organization or group. A vanpool vehicle is not a bus. A bus is a commercial vehicle when:

• It is used to transport persons for hire, compensation, or profit.
• Bus transportation is supplied by a profit-making entity and customers pay for bus service as part of the overall consideration for the primary service. Fuel Tax Clearance.

7.005 Autoettes

DMV will register “autoettes.” An autoette is defined as a vehicle with:

• Three or more wheels in contact with the ground.
• Unladen weight of not greater than 1,800 pounds.
• Overall length of not more than 130 inches including front and rear bumpers.
• A width of not more than 55 inches, as measured from its widest part.

The vehicle must be located on a natural island (City of Avalon) to be registered. The registration requirements are the same as the original or nonresident requirements for other motor vehicles. Once the vehicle is registered, if it is removed from the island, the owner(s) is required to remove and surrender the license plates to DMV.

 The  body type model (BTM) must be keyed “VA” for varied or, “GC” for golf cart, as appropriate.

Note Advise the applicant if the registered autoette is removed from Catalina Island, the vehicle owner(s) must remove and surrender the license plates to the DMV.

24.185 Yacht and Ship Brokers

Yacht and ship brokers negotiate the purchase, sale, or exchange of yachts, but do not own the yachts. Yacht/ship brokers and “for hire” operators are licensed by: (CHNC §701a)

Brokers Authorized as Vessel Agents—may collect the registration fees and use tax due or collect the registration fees only and DMV headquarters will collect the use tax due from the buyer.

Brokers Not Authorized as Vessel Agents—must give the documents to the buyer. The registration fees and use tax are collected by DMV.

Note When an applicant claims they paid use tax to the broker, have them complete a Statement of Facts (REG 256) which explains that. Send the application to the Vessel Section in Registration Processing Unit (RPU) II in DMV headquarters.

The following must be submitted:

• The same document/clearance requirements for yacht/ship broker sales as for other nondealer transactions.
  — A bill of sale from the yacht/ship broker to the buyer is not required.
  — The broker’s name is not entered on the back of the Certificate of Ownership.
• Use tax rather than sales tax.
  — A Vessel Dealer or Manufacturer Sales Tax Certification (BOAT 110) form must be submitted with the application if the broker collected use tax from the buyer.

The procedures below must be followed:

• Return applications for payment of use tax due to the legal owner/lienholder, if any, or to the registered owner, not the broker.
• For motorized vessels—issue one set of Vessel Carbon Monoxide Warning Stickers and companion brochure with every completed renewal transaction. Advise the customer to affix the stickers as explained in the ABCs of California Boating (BOAT 3) booklet.

24.180 Vessels Required to be Registered in California

The following vessels must be registered: (CVC §9850)

• Jet Boards
• eFoils
• Undocumented motorboats.
• Undocumented sailboats over eight feet in length or with a motor.
• Amphibious vehicle/vessels.
• Houseboats.

Exception: A floating, stationary residential dwelling (floating home) not designed to have power of its own, dependent for utilities from a source on shore, and which has a permanent sewage hookup on shore (VC §9840).

• Inflatable vessels with motors.
• Personal watercraft ski-type vessels (for example, jet ski or wet bike).
• Shuttle craft. A shuttle craft is a full-size, open bow, jet boat similar to a barge. It is powered and steered by a personal watercraft.

8.070 Public Agency Sales

When a vehicle is sold to a public agency:

• The application copy of the Application for Registration of New Vehicle (REG 397), or Report of Sale-Used Vehicle (REG 51), and any supporting documents may be given to the agency/agency representative, if requested.
• The Dealer Notice copy must be mailed to DMV before giving the application/documents to the public agency.
• The customer/window copy is displayed on the vehicle as usual.

Weight Fee (VC §9400)

A weight fee based on the vehicle’s unladen weight and number of axles is imposed on commercial vehicles (trucks, pickups, and some trailers).

Weight Fees for Commercial Vehicles With a Declared Gross Vehicle Weight (GVW) of 10,000 Pounds or Less (Effective 01/01/2002) (VC §9400)

The weight fees in this section shall be paid in addition to any other registration fees for the registration of any commercial vehicle that operates with unladen weight.

Weight fees for pickup trucks and electric vehicles are calculated under this section.

Whenever a camper is temporarily attached to a motor vehicle designed to transport property, the motor vehicle shall be subject to the fees in this section. The camper shall be deemed to be a load and the fees shall be based on the unladen weight of the motor vehicle without the camper.

Commercial Vehicle Registration Act (CVRA) Fees—CVRA fees are due to register commercial motor vehicles operated independantly or in combination with a declared GVW of 10,001 pounds or more. In addition to the CVRA fees, registration
fee, and Vehicle License Fee (VLF), these vehicles are subject to:

• The CVRA motor vehicle fee is $122. Do not prorate this fee.
• The Cargo Theft Inderdiction Program fee of $3 fee. Do not prorate this fee.
• The CHP CVRA fee of $36. (Reference: .0215).
