Decals & Placards
Certain types of vehicles—including bicycles, off-highway vehicles, and tow dollies—don’t require license plates. In these cases, we issue decals to help identify your vehicle.
About decals & placards
Clean Air Vehicle Decals
We issue Clean Air Vehicle (CAV) decals to vehicles that meet emission standards and other criteria. CAV decals allow single occupancy use of High Occupancy Vehicle (HOV, or carpool) lanes.

Temporary Operating Permits
We may issue temporary operating permits (TOPs) for vehicles when all registration fees have been paid, but license plates and/or registration stickers haven’t been issued.
