A traffic violator school (TVS) is a business that provides traffic safety instruction for individuals referred by a court.
A TVS is made up of:
TVS owner: The TVS owner must be licensed by DMV. In order for the TVS owner license to be issued, you must complete the traffic violator instructor application in addition to the traffic operator application.
TVS operator: Either the owner or an employee who is designated by the owner to direct and manage the school. A TVS operator may perform operator services for more than one school under the following conditions:
- The licensed TVSs share a common owner.
- The licensed TVSs share an established business address. California Vehicle Code (CVC) §11202(a)(7)(B)
- The operator possesses a valid license for each school.

TVS instructor: An employee of the school who is licensed by DMV to instruct traffic violators.

Traffic Violator Course Completion (TVCC) Database
The Traffic Violator Course Completion (TVCC) database is an online service DMV developed to manage traffic violator course completions. With this system, TVSs can add course completions to the database, and they will be available to the designated courts a day after they are submitted.

You need a front-end program to submit a course this way. The Client Service Integration Guide provides guidelines for how to develop a front-end program like this.

- Once you have received either a temporary permit or notification of being licensed, this is how you request TVCC database access:
- Enrollment Application TVS/Court Primary Administrator Traffic Violator Course Completion Database (OL 771).
- Traffic Violator Course Completion (TVCC) Database TVS/Court Primary Administrator Access Request (OL 771A).
- Information Security And Disclosure Statement Public/Private Partnerships Employee (EXEC 200X).
- DMV will establish your primary account and contact you via email with instructions for finalizing the enrollment process and establishing user accounts for your court or TVS users.
- Each user must have a unique email account to be granted access and it will only be provided to one license or one court at a time.
- User instructions and court code lists are available after a user has logged into the TVCC application.

Los OL 771 form and the OL 771A form are required for enrollment and instructions are printed at the top of each form. Only one person may be designated as the primary administrator at a time.
Los EXEC 200X form must be retained by the traffic school or court with employee records and must be updated annually.
