If you sell any of these products, you need to be licensed as a <a href=\"\/portal\/vehicle-industry-services\/occupational-licensing\/occupational-licenses\/vehicle-manufacturer-license\/\">manufacturer<\/a><em>,<\/em><cite class=\"dmv-citation\"><em>California Vehicle Code <\/em>(CVC)\u00a0\u00a7672<\/cite> <a href=\"\/portal\/vehicle-industry-services\/occupational-licensing\/occupational-licenses\/vehicle-distributor-license\/\">distributor<\/a><em>,<\/em><cite class=\"dmv-citation\">CVC \u00a7285<\/cite> or <a href=\"\/portal\/vehicle-industry-services\/occupational-licensing\/occupational-licenses\/vehicle-dealer-license\/\">dealer<\/a>.<cite class=\"dmv-citation\">CVC \u00a7285<\/cite><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Automobiles.<cite class=\"dmv-citation\">CVC \u00a7465<\/cite><\/li>\n\n\n\n<li>All-terrain vehicles (ATVs):<cite class=\"dmv-citation\">CVC \u00a7111<\/cite> OHVs are subject to identification as opposed to registration.<cite class=\"dmv-citation\">CVC \u00a738010<\/cite><\/li>\n\n\n\n<li>Commercial vehicles:<cite class=\"dmv-citation\">CVC \u00a7260<\/cite> Includes truck tractors, motor trucks, pickups, and sport utility vehicles (SUVs) with a manufactured or conversion truck bed.<\/li>\n\n\n\n<li>Motorcycles &amp; motor driven cycles:<cite class=\"dmv-citation\">CVC \u00a7\u00a7400, 405<\/cite> Includes both on road and motorcycle-type OHVs.<\/li>\n\n\n\n<li>Trailers:<cite class=\"dmv-citation\">CVC \u00a7\u00a7550, 630<\/cite> Includes semi-trailers, fifth wheel travel trailers, and camp trailers.<\/li>\n\n\n\n<li>Recreational vehicles:<cite class=\"dmv-citation\">CVC \u00a7415 <\/cite>Includes motor homes.<\/li>\n\n\n\n<li>House cars:<cite class=\"dmv-citation\">CVC \u00a7362<\/cite> Includes vehicles permanently altered for habitation.<\/li>\n\n\n\n<li>Buses:<cite class=\"dmv-citation\">CVC \u00a7233<\/cite> Includes commercial vehicles defined in CVC \u00a7260.<\/li>\n\n\n\n<li>Emergency vehicles:<cite class=\"dmv-citation\">CVC \u00a7165<\/cite> Includes fire trucks, fire equipment and ambulances.<\/li>\n\n\n\n<li>Low-speed vehicles.<cite class=\"dmv-citation\">CVC\u00a7385.5<\/cite><\/li>\n\n\n\n<li>Moped or motorized bicycles:<cite class=\"dmv-citation\">CVC \u00a7406<\/cite> Licensure is only required when dealer sells another product requiring a license pursuant to CVC \u00a75039. Motorized bicycles and mopeds are issued special plates rather than license plates pursuant to CVC \u00a75030.<\/li>\n\n\n\n<li>Motor truck.<cite class=\"dmv-citation\">CVC \u00a7410<\/cite><\/li>\n\n\n\n<li>Trailer coaches &amp; park trailers.<cite class=\"dmv-citation\">CVC \u00a7635<\/cite><\/li>\n\n\n\n<li>Utility-terrain vehicle.<cite class=\"dmv-citation\">CVC \u00a7531<\/cite><\/li>\n\n\n\n<li>Snowmobiles.<cite class=\"dmv-citation\">CVC \u00a7557<\/cite><\/li>\n<\/ul>\n\n\n\n<div class=\"wp-block-dmv-spacer-block spacer-box\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Products that Don&#8217;t Require an OL<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Special construction equipment:<cite class=\"dmv-citation\">CVC \u00a7565<\/cite> Incidentally operated on public streets under special permit.<\/li>\n\n\n\n<li>Special mobile equipment.<cite class=\"dmv-citation\">CVC \u00a7575<\/cite><\/li>\n\n\n\n<li>Forklifts: Primarily designed for loading and not operated on highways.<\/li>\n\n\n\n<li>Golf carts.<cite class=\"dmv-citation\">CVC \u00a7345<\/cite><\/li>\n\n\n\n<li>Motorized quadricycles and tricycles.<cite class=\"dmv-citation\">CVC \u00a7407<\/cite><\/li>\n\n\n\n<li>Motorized scooters.<cite class=\"dmv-citation\">CVC \u00a7407.5<\/cite><\/li>\n\n\n\n<li>Motorized bicycles and mopeds:<cite class=\"dmv-citation\">CVC \u00a7406<\/cite> Only when the dealer sells no other products requiring licensure pursuant to CVC \u00a75039.<\/li>\n\n\n\n<li>Portable dollies or tow dollies.<cite class=\"dmv-citation\">CVC \u00a7\u00a7617, 4014<\/cite><\/li>\n\n\n\n<li>Aircraft refueling vehicles.<\/li>\n\n\n\n<li>Manufactured homes.<cite class=\"dmv-citation\">CVC \u00a7387<\/cite><\/li>\n\n\n\n<li>Camper with one axle:<cite class=\"dmv-citation\">CVC \u00a7243<\/cite> A camper designed to be mounted on a motor vehicle.<\/li>\n\n\n\n<li>Dune buggies and sand rails.<\/li>\n\n\n\n<li>OHVs not listed as requiring licensure.<\/li>\n\n\n\n<li>Implements of husbandry:<cite class=\"dmv-citation\">CVC \u00a736000 &amp; \u00a736005 (k)<\/cite> Vehicles used exclusively in the conduct of agricultural operations are designated as an implement of husbandry. Incidental movement over a highway or public roads is defined as movement involving a total distance of no greater than one mile from the point of origin of the trip.<\/li>\n<\/ul>\n\n\n\n<div class=\"wp-block-dmv-spacer-block spacer-box\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Additional Information<\/h2>\n\n\n\n<p>Vehicle \u201ckits\u201d sold unassembled to be constructed by the purchasers for private use (not for resale) and not constructed by licensed manufacturers or remanufacturers (or manufacturers\/remanufacturers that should be licensed), do not currently require licensure.<cite class=\"dmv-citation\">CVC \u00a7580<\/cite><\/p>\n\n\n\n<p>However, a manufacturer and dealer license would be required to sell pre-assembled kit vehicles, or kits that leave the facility ready for registration (for example, turnkey vehicles), if such were legal.<\/p>\n\n\n\n<p>Kits are generally products distributed in component parts requiring tools to assemble into a final product by the purchaser. Products distributed with component parts assembled to the point that tools are not required to render the vehicle operational on the highway, or as identified OHVs, are not considered kits (with possible exceptions in very unusual cases). Vehicle kits constructed by retail purchasers into complete units are a type of specially constructed (SPCNS) vehicle pursuant to CVC \u00a7580. There are currently no regulations to interpret the stature.
