The vehicle owner, lessee, or the dealer selling the trailer may certify to the trailer\u2019s unladen weight on the Application for Registration of New Vehicle (REG 397) form or <a href=\"https:\/\/www.dmv.ca.gov\/portal\/file\/statement-of-facts-reg-256-pdf\/\">Statement of Facts (REG 256) (PDF)<\/a> form.<\/li>\n\n\n\n<li>A completed <a href=\"https:\/\/www.dmv.ca.gov\/portal\/file\/permanent-trailer-identification-pti-certification-and-application-reg-4017-pdf\/\">Permanent Trailer Identification (PTI) Certification (REG 4017) (PDF)<\/a> form is required.<\/li>\n\n\n\n<li>The nonresident service fee <strong>is not<\/strong> collected. <\/li>\n<\/ul>\n\n\n\n<p><span role=\"region\" class=\"format-label--note\"><span class=\"format-label__text\">Note<\/span> The PTI fee may be posted for any PTI trailer entering this state that is not licensed, registered, titled, or issued identification, and which will be placed into dealer inventory to be sold <strong>or<\/strong> a Nonresident Commercial Trip Permit (REG 41) may be purchased.
