All registered owners whose names appear on the title with and (\/) must:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Appear in person.<\/li>\n\n\n\n<li>Have acceptable photo identification.<\/li>\n\n\n\n<li>Sign the <a href=\"https:\/\/www.dmv.ca.gov\/portal\/file\/certification-of-exportation-reg-32\/\">REG 32<\/a>.<\/li>\n<\/ul>\n\n\n\n<p>The REG 32 may be signed by power-of-attorney.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The attorney-in-fact must <strong>appear<\/strong> in person at the DMV office and submit a power-of-attorney worded specifically for the purpose of completing the REG 32, or a general power-of-attorney.<\/li>\n\n\n\n<li>DMV\u2019s power-of-attorney forms, <a href=\"https:\/\/www.dmv.ca.gov\/portal\/file\/power-of-attorney-reg-260-pdf\/\" target=\"_blank\" rel=\"noreferrer noopener\">REG 260 (PDF)<\/a> and REG 262 are not acceptable.<\/li>\n\n\n\n<li>The owner <strong>must<\/strong> have clear Certificate of Title issued in his\/her name to the vehicle being exported. If a lienholder is shown, a release of the lien on the title, or a <a href=\"https:\/\/www.dmv.ca.gov\/portal\/file\/lien-satisfied-title-holder-release-reg-166-pdf\/\" target=\"_blank\" rel=\"noreferrer noopener\">Lien Satisfied\/Title Holder Release (REG 166) (PDF)<\/a> is required.<\/li>\n\n\n\n<li>A title endorsed to the new owner.<\/li>\n\n\n\n<li>A Salvage Certificate.<\/li>\n\n\n\n<li>An <a href=\"https:\/\/www.dmv.ca.gov\/portal\/file\/application-for-duplicate-or-transfer-of-title-reg-227-pdf\/\" target=\"_blank\" rel=\"noreferrer noopener\">Application for Duplicate of Transfer of Title (REG 227) (PDF)<\/a>.<\/li>\n\n\n\n<li>An Acquisition Bill of Sale.<\/li>\n<\/ul>\n\n\n\n<p>When a buyer indicates he\/she is purchasing a new vehicle to export to another country.<\/p>\n\n\n\n<p><strong>The dealer must:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Complete the Application for Registration of New Vehicle (REG 397) as usual. Mark all copies of the REG 397 \u201cfor export to another country.\u201d<\/li>\n\n\n\n<li>Attach the operating copy of the REG 397 to the 5-day notice sent to DMV headquarters.\n<ul class=\"wp-block-list\">\n<li><br><strong>Do not<\/strong> affix the operating copy to the vehicle.<\/li>\n\n\n\n<li>The buyer must arrange for transport or move the vehicle on a One Trip Permit, <strong>unless<\/strong> the sale is completed after delivery of the vehicle, in which case, the vehicle can be delivered using dealer plates.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p><strong>The buyer must complete a:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.dmv.ca.gov\/portal\/file\/statement-of-facts-reg-256-pdf\/\" target=\"_blank\" rel=\"noreferrer noopener\">Statement of Facts (REG 256) (PDF)<\/a> requesting \u201cTitle Only\u201d and explaining how the vehicle will be moved.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.dmv.ca.gov\/portal\/file\/planned-non-operation-certification-reg-102-pdf\/\" target=\"_blank\" rel=\"noreferrer noopener\">Planned Non-Operation Certification (REG 102) (PDF)<\/a>.<\/li>\n<\/ul>\n\n\n\n<p><strong>The following must be submitted:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Advise the buyer(s) that when the title is issued, he\/she must present a completed REG 32 in person at the DMV office, before transporting the vehicle to another country by ship or air.<\/li>\n\n\n\n<li>Submit the original <a href=\"https:\/\/www.dmv.ca.gov\/portal\/file\/statement-of-facts-reg-256-pdf\/\">REG 256 (PDF)<\/a> and REG 102 with an A REG 397 to DMV with the fees.<\/li>\n\n\n\n<li>Retain the book copy of the REG 397 and a copy of the REG 256 at the dealer\u2019s primary place of business location.<\/li>\n<\/ul>\n\n\n\n<p><span role=\"region\" class=\"format-label--note\"><span class=\"format-label__text\">Note<\/span> Vehicles exported on military transports are exempt from this process.
