{"id":14188,"date":"2020-04-15T15:29:46","date_gmt":"2020-04-15T22:29:46","guid":{"rendered":"https:\/\/www.dmv.ca.gov\/portal\/handbook\/vehicle-industry-registration-procedures-manual-2\/commercial-vehicles\/mobile-cranes\/"},"modified":"2024-03-12T11:57:52","modified_gmt":"2024-03-12T18:57:52","slug":"mobile-cranes","status":"publish","type":"dmv_handbook","link":"https:\/\/www.dmv.ca.gov\/portal\/es\/handbook\/vehicle-industry-registration-procedures-manual-2\/commercial-vehicles\/mobile-cranes\/","title":{"rendered":"13.070 Mobile Cranes"},"content":{"rendered":"<p>A crane is a vehicle equipped with a device that unfolds to various heights such as hoists, lifts, ladders, booms, derricks, and shovels.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>This includes manufactured mobile cranes, such as Lorraine, Northwest, Challenge-Cook, P&amp;H, FMC Linkbelt, Manitowoc, American, Grove, Demag, Koehring, Badger, Kato, and other commercial vehicles with standard type bodies to which a crane or other device to lift and\/or move property is attached.<\/li>\n\n\n\n<li>The exceptions to this definition are tow trucks, wreckers, and vehicles designed or used to transport property. Vehicles that meet the definition of a crane <strong>must<\/strong> be assigned a \u201ccrane\u201d body type.<\/li>\n\n\n\n<li>This <strong>includes <\/strong>concrete pumps and pumper booms, oil-well service rigs, and other similar equipment <strong>para <\/strong>be issued SE plates.<\/li>\n\n\n\n<li>Vehicles included in the definition of a \u201ccrane\u201d do <strong>not<\/strong> qualify as special equipment (SE) and <strong>cannot <\/strong>be issued SE plates.<\/li>\n<\/ul>\n\n\n\n<p>A mobile crane <strong>cannot <\/strong>be moved on a One Trip Permit (REG 402).<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A No-Fee Special Moving Permit (REG 172) may be used to move a mobile crane under the provisions of the permit.<\/li>\n\n\n\n<li>Movement to or from a job site does <strong>not<\/strong> constitute \u201cstorage to storage.\u201d<\/li>\n\n\n\n<li>Registration is <strong>required <\/strong>for such movement of a crane.<\/li>\n<\/ul>\n\n\n\n<p>There are two types of cranes: <strong>commercial <\/strong>y <strong>auto<\/strong>.<\/p>\n\n\n\n<p><strong>Commercial Crane (Weight Fee Due)<br><\/strong>A commercial crane is vehicle to which a crane-type device has been <strong>attached<\/strong>, that may serve more than one function and can carry a load on its structure.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Whether a load is carried or not, it is a commercial vehicle and is issued commercial license plates.<\/li>\n\n\n\n<li>A crane that is attendant to the efficient operation of the body is <strong>included<\/strong> in the unladen weight of the vehicle.<\/li>\n\n\n\n<li>Examples of commercial cranes include truck tractors (fifth-wheel attached) with a crane, flatbed trucks with a crane, and tow trucks.<\/li>\n<\/ul>\n\n\n\n<p>If removal of the crane would leave a cargo carrying vehicle, then:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The vehicle license fee (VLF) class is based on the total cost of the vehicle and crane.<\/li>\n\n\n\n<li>A weight certificate is required for the <strong>complete <\/strong>vehicle, if less than 10,001 pounds or the estimated <strong>unladen <\/strong>weight of the complete vehicle may be shown on a <a href=\"https:\/\/www.dmv.ca.gov\/portal\/es\/file\/statement-of-facts-reg-256-pdf\/\">Statement of Facts (REG 256) (PDF)<\/a> form, if the weight is more than 10,001 pounds and weight fees will be based on the declared gross vehicle weight (GVW).<\/li>\n\n\n\n<li>A REG 256 completed and signed, giving the estimated weight of the crane.\n<ul class=\"wp-block-list\">\n<li>The unladen weight of the base vehicle is determined by subtracting the estimated weight of the crane from the total weight of the complete vehicle. <\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>For vehicles over 10,001 pounds, the declared GVW is determined by the rating GVWR, <strong>not a combined<\/strong> vehicle weight (CGW).\n<ul class=\"wp-block-list\">\n<li>Although the weight of the crane is deducted from the unladen weight, it is included in the declared GVW.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Commercial fees are due.<br> <\/li>\n<\/ul>\n\n\n\n<p><strong>Auto Crane (Weight Fee Not Due)<br><\/strong>An auto crane is a vehicle <strong>manufactured as a crane<\/strong> where the removal of the crane does <strong>not<\/strong> leave a cargo carrying vehicle. Refer to the auto cranes pictured in this section. An example of an auto crane is a truck chassis or truck cab and chassis to which only a crane and its attendant components are attached.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Auto cranes are issued auto license plates.<\/li>\n\n\n\n<li>An auto crane is exempt from the weight fee (even if another vehicle is towed).<\/li>\n\n\n\n<li>Attendant components include outriggers, storage compartments for blocking, rigging, and other devices necessary for crane operation.<\/li>\n<\/ul>\n\n\n\n<p>The registration requirements for auto cranes are:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Evidence of the vehicle\u2019s design.
