Important Update
Starting September 29, 2025 the California DMV cannot issue or renew limited-term legal presence (non-domiciled) Commercial Driver’s Licenses.
The U.S. Department of Transportation (USDOT) has announced emergency rules that require state DMVs to pause issuing limited-term legal presence (non-domiciled) Commercial Driver’s Licenses (CDL) and Commercial Learner’s Permits (CLPs) until new federal standards are met.
These changes apply to people who are legally in the U.S. but are not permanent residents or citizens. This includes individuals with certain work visas as well as approved or pending asylees and refugees.
What you can do now
Review the new Federal Motor Carrier Safety Administration (FMCSA) regulations.
- If you have a valid, unexpired non-domiciled CDL, no further action is required.
- If you do not have your driver’s license card, you may apply for a noncommercial driver’s license by visiting a DMV office.
- We recommend making an appointment and completing an application online prior to your appointment.
